Is homeless a werewolf?

So forget the traditional method of solving logic problems. This problem requires thinking outside the box. SCHEHERAZADE series is made up of premises that incite the imagination so that the objective is to discover the solution to the problem that matches the author’s. . Solve the following problem if you can:
Somewhere in the United States, in a small town, the sheriff went out at night with his officers and a group of volunteers to hunt down the person who was attacking local residents.
It was a night of starry skies and a full moon, and one more victim had disappeared – a 14-year-old girl. There were now 7 victims since the attacks of what became known as “The Werewolf of Bones” began – the nickname being a reference to the fact that the victims were found without traces of flesh, that is, only their skeletons were found.
The day dawned and, nearby, a homeless man had opened his eyes in a forest and all he saw at first were the treetops and the blue, cloudless sky, with the sun shining.
Then, after a few seconds, he heard dogs barking in the distance and got up in fright. Only then did he notice his bloody hands, as well as his clothes.
The homeless man began to flee in the opposite direction to the barking of dogs, but was soon hit by a dart in his right leg and fell.
Before he blacked out, he saw some men surround him and pour gasoline over his body. Then they moved away a little and threw matches to set him on fire in a summary execution.
A few minutes later, the sheriff arrived with his officers and volunteers and were shocked by what they saw: a body still on fire, struggling and letting out horrible screams. After they managed to put out the fire, they took the body to the technical police.
It seemed a miracle that the corpse’s face was intact; one of the investigators recognized who it was: it was the man from Somerton, which was confirmed by consulting the Australian police.
Somewhere, the homeless man woke up and found himself tied to a bed.
How did he get there? Who is he?
